Minnesota Reaches New Record for E15 Sales in 2025
Unleaded 88 sales in Minnesota reached a new annual record in 2025, marking the fifth consecutive year of growth, the Minnesota Bio-Fuels Association said Wednesday, citing Minnesota Department of Commerce data.
Total sales of Unleaded 88 — also known as E15 — reached 144.34 million gal in 2025, up 1.01% from 142.89 million gal in 2024. The latest figure also marks the fourth straight year in which annual sales of the fuel blend in the state exceeded 100 million gal.
Average monthly volumes also set a record. Minnesota recorded an average of 12.02 million gal per month in 2025, compared with 11.9 million gal in 2024.
Retail availability continued to expand alongside rising volumes. As of Feb. 11, Unleaded 88 was available at 552 stations statewide.
BP became the latest brand to begin offering the fuel in Minnesota last year, joining Amoco, ARCO, Casey’s, Cenex, Holiday, Hy-Vee, Kwik Trip, Little Dukes, Love’s, Marathon, Minnoco and Speedway, according to the MN Bio-Fuels Association.
“The record sales of Unleaded 88 in Minnesota over the last five years show that despite regulatory uncertainty from Washington, D.C., retailers continue to expand access and consumers continue to fill up with E15. That’s because it works in any car 2001 and newer and saves drivers between 15cts and 30cts/gal,” said Brian Werner, executive director of the Minnesota Bio-Fuels Association, in a statement.
MN Bio-Fuels Association said it has joined a broad group of stakeholders, including corn farmers, ethanol producers, and oil refiners, in calling on Congress to pass legislation that would allow year-round sales of E15 being sold nationwide.
“As the ‘E15 Rural Domestic Energy Council’ continues to consider a framework for passing year round E15, we urge them to listen to consumers who are clearly demanding permanent access to a better fuel at a better price,” Werner said.
The U.S. Environmental Protection Agency (EPA) approved E15 in 2011 for use in light-duty vehicles model year 2001 and newer.
