Recycled Polyethylene: Mainland China Sales Subdued Despite Widening Virgin-recycled Price Gap

Market sentiment for recycled polyethylene (rPE) in mainland China remained mixed in July, broadly stable to slightly weaker than June. Prevailing recycled resin prices edged lower, while the price spread versus virgin PE widened as virgin resin prices rose during the month. The premium of virgin PE over recycled resin widened to approximately RMB 1,800–2,200/mt (approximately $250–305/mt). However, the wider spread did not translate into stronger recycled resin demand, as downstream buyers remained cautious and continued to purchase largely on a hand-to-mouth basis.

Restocking demand remained sluggish, with neither end-use purchasing nor speculative activity generating meaningful volumes. Against this backdrop, some recyclers became slightly more flexible on pricing to stimulate sales and accelerate inventory destocking, although most sellers continued to resist aggressive price reductions amid elevated processing and feedstock costs. As a result, inventory pressure persisted across parts of the recycled PE supply chain.

The recycled market also continued to face pressure from weak downstream manufacturing margins. The widening gap between industrial input costs and factory-gate selling prices has prompted consumer goods manufacturers to minimize raw-material inventories and limit purchases to immediate production requirements. This cautious procurement strategy has constrained order flows for recycled resins, despite their cost advantage over virgin materials.

Operating rates across major PE-based end-use sectors that utilize rPE showed limited improvement in July. Greenhouse film production edged higher as the market gradually transitioned toward the seasonal agricultural film demand period, but the recovery remained modest. Pressure pipe production remained weak amid continued softness in infrastructure and property-related investment. Packaging applications remained the relative bright spot, with demand for daily necessities, small-ticket consumer products, and food packaging proving more resilient. Overall, the divergence among end-use sectors remained pronounced, with essential consumer packaging outperforming construction-related and more discretionary applications.

Meanwhile, geopolitical disruptions earlier in July affected the arrival of imported virgin PE, temporarily tightening spot availability and providing some support to recycled resin demand due to the widened spread. As Middle East logistics gradually normalized later in the month, delayed virgin PE cargoes began moving toward Asia. This is an important near-term risk for the recycled market: the potential increase in virgin resin availability could narrow the economic advantage of recycled material and weaken replenishment interest, particularly if downstream demand remains soft.

The wider virgin-to-recycled price spread should improve the competitiveness of recycled resins. However, the benefit has so far been limited because downstream manufacturers remain focused on cash-flow management and are reluctant to build inventories without stronger order visibility.

Regulatory requirements in Europe are also becoming increasingly important for mainland China’s recycled PE industry, and these requirements are expected to increase compliance and testing costs for exporters, particularly where products contain multiple components such as tapes, inks, films, and other packaging materials. Private-label companies may also assume greater responsibility for compliance, including EPR registration in individual EU markets and the appointment of authorized representatives where required. Suppliers capable of meeting these requirements could gain an advantage in export-oriented applications, while less-compliant suppliers may face increasing barriers to market access.

Looking ahead to the second half of 2026, recycled PE is likely to remain caught between two opposing forces. The substantial price discount to virgin PE and gradually improving seasonal demand for selected applications should preserve the competitiveness of recycled resins. Yet, weak downstream order books, cautious purchasing behavior, and the expected return of greater virgin PE availability could limit the upside. The key variable will be whether the widening virgin-to-recycled price spread can eventually stimulate genuine substitution and replenishment demand. If downstream orders improve during the seasonal peak, recyclers could gain greater power and gradually reduce inventories. Conversely, if finished-product demand remains weak while virgin PE supply increases, recycled resin sellers may face renewed pressure to stimulate orders, potentially leading to further inventory accumulation.

Overall, the recycled PE market is likely to remain demand-driven rather than cost-driven in the back half of the year. The relatively wide discount to virgin PE provides a fundamental competitive advantage. However, without a meaningful improvement in downstream order books, this advantage alone is unlikely to generate a sustained recovery in recycled resin demand.
