Chris Micheli brings more than three decades of experience working in the California legislative and regulatory arenas to assist Snodgrass & Micheli, LLC clients with their policy priorities. Known for his hard work and integrity, as well as his extensive knowledge of the intricacies of the legislative and regulatory processes in California, Chris is also Of Counsel in the Lighthouse Public Affairs Sacramento office.
He often drafts legislative and regulatory language and is considered a leading authority on state tax law developments and the California legislative process. The WSJ called him “one of the top three business tax lobbyists in the state.” The LA Times described him as an “elite lobbyist,” and Capitol Weekly described him as βthe biggest policy wonkβ among lobbyists at the State Capitol.
Micheli became a contract lobbyist after serving as General Counsel to the California Manufacturers Association, an 800-member trade group. Over the last thirty years, he has published hundreds of articles and editorials in professional journals, newspapers, and trade magazines, whose diverse subjects range from tax incentives to transportation funding.
Micheli has been an attorney of record in several key cases, having argued before the Supreme Court of California (just two years out of law school), as well as the Court of Appeal several times.
He has published five law school casebooks, 14 textbooks, and over 35 practical guides regarding all aspects of California state government, as well as seven law review articles. He is also the inaugural instructor of the UC Merced Professional Certificate in California State Government. He frequently provides professional training seminars to lobbyists, lobbying firms, nonprofit organizations, and other groups involved in California government relations.
He currently serves as an Adjunct Professor of Law at McGeorge where he teaches the course Lawmaking in California, as well as several online MSL courses, and as a Lecturer in Law at the University of California, Davis, King Hall School of Law where he co-teaches the course Legislative Drafting.
