Pemex Crude Processing Rises in February on Tula Gains, While Dos Bocas Loses Momentum

Mexican state-owned oil company Pemex processed 1.18 million b/d of crude in February, more than 33% above that of February 2025, driven by a sharp increase in output from its 270,000 b/d Tula refinery as the 340,000 b/d Dos Bocas failed to match December’s output for a second-straight month.

According to Pemex’s monthly operating results released this week, the Dos Bocas refinery ran at 60.4% of its capacity in February, processing an average of 205,234 b/d of oil, little changed from January’s 205,763 b/d. The Dos Bocas facility, which is Pemex’s newest refinery, reached a processing-rate high of 263,402 b/d in December.

The Tabasco-based refinery reported three incidents in March: an oil spill into nearby waters and two fires, one of which led to the deaths of five workers. Pemex, however, said none of the incidents affected operations.

The company said the Tula refinery processed 251,549 b/d in February, up from 221,737 b/d in January and more than 45% more than 172,870 b/d the plant processed in February 2025.

In its fourth-quarter 2025 results, Pemex attributed improvements at Tula to the start-up of its delayed coking unit in July 2025.

The company also said its 330,000-b/d Salina Cruz facility processed 206,548 b/d in February, 51% higher than January’s 136,758 b/d, but more than 6% below the 220,720 b/d reported for February 2025.

Pemex also said it produced 1.64 million b/d of crude oil in February, compared with 1.62 million b/d in February 2025.

Mexican President Claudia Sheinbaum has set a goal for Pemex to reach an average production rate of 1.8 million b/d of crude production starting next year.

The company also said it exported 517,784 b/d of oil in February, down 27% from February 2025’s 709,793 b/d, but up from 294,453 b/d in January.
